Using Nokia Map Loader can help you save on mobile data service costs and save time downloading map data over-the-air as you go. With maps for more than 150 countries worldwide, there's a lot of data available!

Download the places you need to Nokia Maps before you go and travel to your budget. Install Nokia Map Loader to your desktop, then download map data to your compatible PC and transfer it to Nokia Maps on your device. Download Nokia Map Loader

 
You can Download Nokia Map loader from here.. And to download maps using this software on your pc, just go through these steps:-
  1. Connect your device to a computer with a compatible USB data cable or Bluetooth connection. If you use a data cable, select PC Suite as the USB connection method for PCs, and Nokia mode for Macs.
  2. Start Nokia Map Loader on the computer.
  3. Select a continent and a country. Small countries may be chosen in their entirety; others have several sub-maps from which to choose.
Select the maps or extra services, and download and install them to your device.
 
Nokia said that free GPS navigation on Ovi Maps will be available on Nokia N97 mini, 5800 XpressMusic, 5800 Navigation Edition, E52, E55, E72, 5230, 6710 Navigator, 6730 classic and X6. More Nokia GPS phones will be added later. However, for now, Nokia's flagship smartphone N97 will not have this feature, but it will be on way. N900, the Nokia phone featuring Maemo, a version of Linux, also won't have free Ovi Maps GPS navigation.
 
 
Instructions

Run Nokia Maps on your phone once before you add any maps or voices. This will create the required folder structure on your memory card.

Unzip the downloaded map files and drop them into the appropriate folders on your memory card.

On my Nokia the folder structure is cities with a subfolder called diskcache, filled with 16 subfolders called0 to 9 and a to f, and each of these folders have another 16 subfolders 0 to 9 and a to f.

Map files have the extension .cdt. Example:

 [memory card]\cities\diskcache\[0-9, a-f]\[0-9, a-f]\filename.cdt

• On some Nokia phones (like the N95) maps are stored in:

 \Private\20001f63\diskcache\[0-9, a-f]\[0-9, a-f]\filename.cdt

• To install, just drop the 16 folders called 0-9 and a-f into the diskcache folder.

• If your phone has both folders, get a small map (for a single country) and try both folders to see which one works. Even Nokia's own map loader doesn't always get it right. Details on the Nokia discussion board.
